Strongly support. Life happens and people stop playing. Sometimes groups don't work out and people leave or are removed. For long term players group change is unfortunately often necessary. A long cooldown period would effectively preclude abuse resulting from lifting the cap. 

Strongly support - would make the TDS grind a little easier with no negative impact to the game
