I don't think this is true, at least in this case. This update was suggested and had overwhelming support, so was implemented. Search handled suggestions.
Perhaps I have looked at the wrong accepted suggestion (https://www.alora.io...lood/?hl=verzik) but I don't think that is suggested the latest round of updates but happy to be corrected if I am wrong.
The above suggestion which was accepted and was posted in May 22 pretty much covers ToB up to the version before last which was fine. I am unable to find any suggestion with high support for the latest changes.
I also think suggestions with 'support' isn't the way content should be polled, a dev blog of numerous potential changes should be made with voting of which they have to pass a % to be accepted in to the game. Going off a nearly 1 year old suggestion post isn't really cutting it as many things have changed since then.

Just ran a couple of ToB's since the latest update and it was utterely unplayable.
Whilst I agree that keeping true to OSRS is in everyones best interest but ToB is already dead content and updating to make Verzik practically impossible to hit unless you have a Scythe is making it worse. Bloat stomps with no animation so you get randomly slapped for between 40-80.. then you're unable to use game features like DWH to decrease Verzik defence to combat the stupid defence increase.
Why is dead content being updated to make it worse without any community poll? It's already a struggle to get a team, now when you do, X out of Y you fail due to a team wipe and then you spend 20 mins killing Verzik. If you do succeed you get rewarded with crap.

Nice idea and I think would encourage people to donate if it's close to completion.
Sometimes the well is partly full but not been donated too for a while so this would remind people - perhaps it could even be one of the server wide messages too.

I think this could potentially devalue bonds as a $50 custom would be worth about 1.1-1.3b in current market, where as a $50 bond is 750m roughly. Very little reason to buy bonds unless you try cut your loses on gaining donator rank.

I love that people still take things so seriously in this game also same time I wanna bless every single member in the staff team that you have to go through this daily basic.
Not sure what we gaining from this you weren't punished solely based off 1 person decision anyway, but I guess crying in public often has worked here, therefore people continue doing it, but yeah I hope that you can survive these through times if your punishment has not been expired already.
Not sure what your point is in regards to not being punished solely based off of 1 persons decision? If 5 people (who all have the same agenda) decide to vote for a certain outcome, it doesn't mean it's the correct outcome?
I think the point of 'crying in public' is to bring light to actions of those who are in a position of power to support, assist and improve the overall structure of the game, especially when those actions are what looks to be.. without good reason or fairness.

Certainly agree that donator rank transfers should reset when moving to the next tier of rank (for example legendary to uber is a decent $ jump, so why not get an extra benefit for it and that only scales upwards in severity).
I think it could/should also just reset over time, I know it's unlimited within 90 days for the top rank but all the donator benefits seem to sit with the top 1/2 ranks and the ranks below don't have an awful lot of difference in benefit for the $ amount difference.
