i farmed 6k steel bars without them being noted, but i would still support the idea. I mean it shouldn't be noted always. More like if u unlock it with slayer poitns or some other points etc.

Makes zulrah completely safe. So you could basically do zulrah until you die once everyday. Kinda pointless. Disconnects happen, its life. Wouldn't be very fair for the hcim's that have lost their rank @ zulrah already.

No there shouldn't. You can get everything in noted form from different bosses, also many monsters drop them etc. It would make herblore way too easy if every secondary would drop in huge amounts noted.
