I think you misunderstood what was said when you asked about the max cape earlier. The max cape does have stats, and you can use a cape (e.g. fire cape) on it to get a cosmetic upgrade of the cape used. In other words, the stats will be from the cape used, not from the max cape itself. You can learn more about max cape combos via this topic below.
