This makes it sound as if you are unaware of the current rune shops in Alora. There is one in the mage tower in yanille, and other in Priffdinas, near the gauntlet entrance. 

I just found out about the shops. But, these shops have very limited runes and taking a very long time to restock

If they make it harder like you said, they absolutely HAVE to make the drop rates more common than they are. Even if they dont make it harder the drop rates still seriously need a buff regardless . But, if they make it harder without touching the drop rates, even less people will do it
