I think the whole point of a RSPS is that it wouldn't be as challenging as OSRS. While your points are valid and I agree with them, I think you should just go play OldSchool if you think this game is too easy.
Allow players to purchase Rune packs from the Strange Old Man who's walking around and digging in the Barrows area. I suggest having Earth, Air, Mind, Body, Water and Fire runes as packs, debatable ones could be Cosmic, Chaos, Nature, Law and Death runes perhaps for an increased price.
The packs would be purchased using Barrows points and the packs have 100 runes inside of them.
Higher level runes (Death, Chaos): 70-90 Barrows points per pack
The prices are just made up quickly, they probably could use some balancing to not make them too easy to get.
The rune packs would give Ironmen a way to buy runes, since currently we don't have a shop for them. In OldSchool ironmen can easily purchase almost every single rune from vendors.
It would also give another use for Barrows points as currently we can only buy a random set for 15K points.
I realize you already get runes from doing Barrows and you can craft them individually if you'd like, but this could give players and especially Ironmen more reasons to do Barrows.
