1) fix pj timer, it supposed to be 6 secs (10 ticks).. not 6 ticks, you can pj faster then attack someone twice in some cases.. baaaaad.

2) Allow all PK methods, ragging is an integral part of the PK community, without it big clans and notable Pkers will not consider playing this server.
