What is your suggestion?:
Create a "high ping status" account modifer which adjusts certain content for players with extremely high ping.

As some of the Alora communtiy live far from the US based server, myself for one, we have to deal with very poor ping which can severely
impact our ability to complete some content. After discussing with Omicron he believes it may be possible to create an account modifer, which could be applied for via the forums and granted upon proving your location. This modifer could for example, delay the attacks of specific npcs by 1,2,3 ticks to compensate for the slower connection.
I would assume this could not function in team content as people would be attacking on different ticks, but the majority of the content is solo anyway.

See below for reference, this first clip shows my non VPN ping which averages 430, but spikes to over 530 at times.
Given this is almost a full tick, it can create issues like this during the memory puzzle at Akkha where one of the tiles just doesnt light up, and leaves you guessing where to move.

This clip shows on VPN, which brings the average down to 220 or so, + 12ms to the VPN itself, making 240 or so. While this is of course better than 4-500+, there are still crazy lag spikes during fast content.

This also doesnt always fix the puzzle lagging and missing a tile lighting up

This clip just shows general movement at home, notice at 30s the blow pipe switch is a full tick behind.

And heres a clip of the Manticore flicks in Colosseum, you'll notice general slow prayer swaps & at 45s it spikes and all 3 prayers end up activated.

Now dont get me wrong, I'm not saying im the best raider / pvmer in the world, but I can do 450 toa, colo (in my exact gear setup), inferno etc, but I and other high ping players are definitely at a disadvantage due to poor ping.

I suggest the following, by no means the only solution so please give other opinions.

Colosseum - Receives a 2 tick attack delay
COX - Olm falling rock special receives 1 tick delay
TOA - Akkha memory puzzle 1 tick delay, white orbs at final stage slower?
TOA - Baba ground slam 1 tick delay
TOA - P3 Warden floor slam 1 tick delay between change, if 'Insanity' invo is active 2 ticks, & phantom bosses 2 tick delay

Is this in OSRS?:
No

Has this suggestion been accepted already?:
No

How would this benefit Alora?:
It would allow players from high ping locations to have a better chance at completing end game content, that requires fast actions / gear changes that heavily depend on good ping.

I've been constantly playing between 220 - 300 ping and life is hard out there. Not as bad as your ping but it does make some situations much much harder.

If a possibility is there to assist high ping players, I fully support this as it's something that's truely affecting the gameplay.

No idea what ping would be considered high to benefit this adjustment, but I'm all for it.

Not sure how difficult it would be to implement but if possible i would like to see this added.

This seems like a great idea in concept, but unsure how difficult it would be to achieve. My ping is only like 90-120 ms, but I share the same issues with prayers not flicking in time, delays in moving, etc. I'm pretty sure it's more than just a ping issue at this point. When I lived on the other side of the US, with roughly 30-50 ping, I had the same issue, albeit less egregious. If this is a possibility, then I fully support.

although it would impact a large amount of our current, and potential future, players, I think an easier workaround would be to add an EU server (although I have no idea how difficult either would be). If this is easier for Omicron then sure, but it'd definitely be odd to do I would think...

support for whichever's easier, but yes our friends across the water do deserve a better playing experience.

Full support, I mentioned it a billion times already, but Alora's main issue is ping for European players and since there is a big private servers community from Europe I recon this shouldn't be overlooked, this needs attention.

I fully support this idea. I often play with a high ping of around 300 (or 250 on a good day), and attempting the Whisper encounter has been quite challenging. Upon entering the arena and clicking on the boss, the character tends to move too close to the Whisper and gets hit. Additionally, there are instances where clicking on the ground to move and avoid attacks does not register. Even when I correctly switch prayers, I sometimes still take damage. The final phase of the fight, during the awakened form, is particularly overwhelming due to the excessive number of simultaneous mechanics.

I support this, but as you said, it would have to be upon request as others could cheat the system if anyone could just turn it on.

I don't think it's possible to ping so high above 300. Google "world ping test" and see what you're getting.
Most likely your ISP is throttling your connection. I can only only get to 430ms if I connect to VPN in Australia from Canada. In your case +12ms to VPN basically halves the ping which confirms ISP issue, as VPN is not magic =D
