I agree with this, but with some caveats.
Opposed to just polling big changes as "should 'x' thing be added to the game?" or "should 'X' thing be changed" I believe it should be done with differing ways that it could be implemented. "Should 'x' thing be added like this? Or this? Etc" Or allow conversation about said content, get some opinions from people and pick the ones that are most popular, then poll/repoll the few differing ideas of said content.
Alternatively, with some content you'll never make everyone happy. Instead implementing content that can apply or cater to the largest majority of players, and have conditionals, or variations of said content/items that then caters to even more. This part is more so referring to new comp change, and the additional changes that I've seen suggested these last few days.
As we have differing cosmetics for the comp cape, I more or less mean it like that. Add additional cosmetic tansmogs to the cape for even higher tier content. Such as blorva, and other hard content. Leaving the comp cape the way it was with the assembler as a part of it, but then requiring a quiver to be used on comp cape to then upgrade it to it's newest bis, as well as giving the new cosmetic for it (or for a KC milestone). This allows comp to apply to more players. I don't believe comp should be so out of reach for so many people on the server. It's a great goal to go for. But then adding additional cosmetics, or even the quiver being required to be ADDED to the comp cape then gives even more goals to work towards.
Also if you wanted like a "true completionist" cape, could add a new variant with all the recently added suggestions, and giving it literally something like +1 prayer, +5 in attack stats. Nothing absolutely game breaking, but at the very least would be a visual sign of your gamer superiority, as well as still being technically bis.
