So I have this bug that is happening with my master clue scroll. I had to go to Edgeville Monastary and talk to Abbot. Abbot then gave me a puzzle, which I completed and gave back, but then he gives me another exact same puzzle.  I complete the next puzzle then give it back, and the same thing happened. So I tried to log out then log back in but the endless puzzle loop keeps on happening. Can someone help me with this problem ? Or solve it?

its probably because ur prayer bonus is not -1, probably why its not being completed

you need to be wearing a ancient staff in order for the clue step to be completed as its the only item that gives negative prayer bonus.

it happenned to me to this weekend ( i had the ancient staff equip). i had to do it twice, like if it was b2b the same step. if it doesnt work i suggest you buy sherlocks notes from vote shop to skip this task.

It should work just fine. You must have -1 prayer bonus when talking to Abbot for the first time to get the puzzle box and again when you have completed it and you talk to him again to get the next step. As @Classic stated, the only item that gives this -1 prayer bonus is the Ancient staff. Be sure not to have any items equipped that give prayer bonus though, otherwise it will give you the puzzle box again and/or Abbot wishes not to speak with you.
