Mod Kieren released the formula and rough drop rates for TOB the other day on Twitter. You can see them here.

This meaning there's a 1/9.1 chance to get a purple and a 1/5 chance for it to be in your name with a 5 man team or 1/4 with a 4 man team respectively. So you're looking roughly at a 1/46 chance to get a drop in a 5 man team. With that being said, I don't think our TOB drop rates are any lower than this and shouldn't be buffed. As @Groot and several others have stated these items are best in slot and are meant to be expensive and difficult to obtain. Perhaps our point system could be changed to resemble that of OSRS more similarly but that would be up to Omicron as I'm not 100% sure how our current formula works.

Take some time and take a look at that post.

 

I personally believe that game should be a bit challenging and really couldn't rely on finishing ToB on like 150 kc, giving an unfair advantage to other people who have already completed the grind etc. To keep items more rare and pricey, just let the droprates be like they are right now.

I think a lot of views on this suggestion are going to be based on personal experience. If someone gets a lot of drops or a low kc scythe they most likely won't see an issue with droprate. While others who go over 100 dry will see no reason to continue doing tob and easily get burnt out (especially if you break the dry streak with a duplicate, low value item, or item you don't need but that's just RNG).

 

Donator rank plays a huge part also. I've noticed friends with ranks under legendary donator are seeing over 100 dry. Which I understand the higher ranks have perks to them but i don't feel that TOB should be almost pointless for anyone extreme and under to do. I myself am not sure how you would weigh this without the higher ranks getting too many drops and devaluing the items.

 

One of the biggest issues with TOB however is how dead it is. Myself and the same few people do TOB regularly. It can take anywhere from 15 minutes to an hour to find a team and if a member only has enough time for two runs then you're stuck finding a +1 for another 15 minutes to an hour usually. If two or more leave that likely will end the runs until you find more later on. It makes it unable to be grinded like another boss or even Raids 1. So not only are you waiting to find a team you may only be able to do 5-7 runs a day (this obviously depends on many things) which going 100 dry you can see how long it would take to see a drop. Seeing a nerf to solo/duo/trio would be an idea also due to how inactive tob seems to be. Even 4 mans can be rather inefficient if you are raiding with lower geared players.

 

This is all from the perspective of Ironman mode, however I understand we can't flood the economy with the tob items as we wan't them to have value. I agree with this. But even from a gp standpoint for normal players if you go 100 dry that is about 33 hours of TOB not including finding teams. If you put 33 hours into Tob only to receive one of the lower value items such as a Justiciar piece, staff or hilt Tob doesnt really compare to something such as 33 hours of slayer, raids 1, bossing or revs, unless you are getting the most rare high valued items. This is something that I feel discourages a lot of normal players from doing TOB. 

 

There are also several glitches within TOB that causes the raid to have to be paused or restarted. Making it not only discouraging but frustrating.

 

So I support a buff to TOB or anything to make it more active.

I'm gonna disagree, I think a better option would be to improve the drop table, remove things like rune items, swamp tar and all the other pointless drops and add things such as sanfews, extra blood runes or dragon arrows, and whatever else is actually useful to people, and can be sold or used for ironmen. Chnage what you can buy in the chests to super combats and range potions instead of prayer/staminas
