would eventually like to see 120 capes come into the game just to give people a goal to work towards. would be a pretty cool thing to have and strive for in my opinion

There has been several suggestions regarding lvl 120 capes and 200m xp capes, which both have been declined. These are both RS3 features, and we strive to be as close to OSRS as possible. No support.
