I like all your suggestions, but would like to point out: 

 

"Dragons above 20 wilderness should drop noted/double bones"

 

Complete DS2 and you can get noted bones. It's hidden behind the quest.

Insane suggestions these all need implementing to revive wilderness

I agree with most of it :)

Seems like there was a lot of though put into this post and most of these ideas seem like they would help the wilderness. In particular, the PJ timers and General PvP suggestions seem best along with adding the MB additions to give more options and spice to the fights.

I really like all of your suggestions here, it'd surely bring in some more activity to the wilderness, support!
