It does exactly what's intended, the wilderness is giving bonus exp for skillers past level 25 for a reason, if no one was killing them, or if it were considered "harassment" then what would be the point?
We're entirely based around osrs, that's why many suggestions are turned down which aren't directly related to osrs.
